Before his dismissal as the director general of the Russian space agency “Roscosmos,” Dmitry Rogozin stated that he thinks there may be sentient, technologically advanced extraterrestrial species out there. He suggested that aliens might be quietly examining Earthly cultures. He also revealed that Russian scientists are investigating the UFO sightings.
Rogozin’s statement came days after NASA announced the imminent start of a 9-month program to study unidentified aerial phenomena. On June 11, 2022, Rogozin was interviewed by Russia-24, where he said aliens may be studying the civilizations of Earth while staying unnoticed.
“If we talk about specific facts that maybe, in the history of humanity on Earth, there have been the so-called UFOs that NASA talks about, then I want to say that these studies were and are being done at our Academy of Sciences. The data is being collected and verified,” Rogozin said during an interview with the Russia-24 TV channel.
Rogozin further said: “Thousands of factors could have contributed to the emergence of life anywhere in the universe. The ability of humanity to understand space is still restricted.”
“We know the ‘Big Bang’ theory but what if this ‘Big Bang’ took place only within a certain part of the universe that is visible to us?” the former Roscosmos chief asked, adding that “there might be other worlds… as well as innumerable factors that could contribute to the emergence of life, including an intelligent one.”
He noted that “atmospheric and other physical phenomena” were ultimately blamed for 99% of all claims, but he also thought that “we might be subject to some external observation… What we’re talking about usually took place during the first test fights,” Rogozin said, adding that he had previously contacted NASA and received similar information.
“I spoke with NASA; they are also supporters that perhaps we are an object of external observation,” added the former head of Roscosmos.
He proposed that extraterrestrial life forms might have developed to a technical level that enabled them to study the human civilization and our planet in the same way that people do with other species on Earth. “We can study bacteria, but we can also be studied as bacteria,” he concluded.

His statements came while the topic of UFOs was being discussed publicly in the US, where sightings have risen since 2017. The Pentagon’s Advanced Aerospace Threat Identification Program (AATIP), which was entrusted with identifying what was known as “unidentified aerial phenomenon,” or UAP, was made public at that time ( UAPs are also commonly known as unidentified flying objects, or UFOs).
The United States Congress convened its first UAP public hearing since the 1970s in May 2022. Under Secretary of Defense for Intelligence and Security Ronald Moultrie and Deputy Director of Naval Intelligence Scott Bray were among the witnesses that appeared before the House Intelligence Committee during the hearing.
Authorities claimed they had no idea what UFOs were but had not discovered any evidence that they represented any form of extraterrestrial life. The existence of foreign objects violating national airspace is the main focus of the UFO inquiry.
“We take the issue of unexplained aerial phenomena seriously to the extent that we’re dealing with the safety and security of US military personnel or the national security interests of the United States, so we want to know what we’re dealing with,” Sean Patrick Maloney, a Democratic congressman from New York, told the New York Post.
Dmitry Rogozin was dismissed as a director general of Roscosmos on July 15, 2022, and replaced by Former Deputy Prime Minister Yuri Borisov. Nearly five months after Russia’s invasion of Ukraine, considerable changes have been made to the country’s top leadership positions. Borisov took the same route to Roscosmos as Rogozin, which involved a promotion. Before being transferred to Roscosmos, both men had been deputy prime ministers in charge of Russia’s space and defense industries.
Rogozin is not the only person who believes in alien life that coexists with humans. There are other intelligence and space agency chiefs who share similar thoughts on alien life.
Former CIA director James Woolsey, who served as head of the agency between 1993 and 1995, told Black Vault in 2021 that at first he found tales involving “some kind of aircraft-like airframe” a bit “far out” until one case, in which his friend was able to have his aircraft “stop at 40,000 feet or so and not continue operating as a normal aircraft.”
He explained: “There had just been enough things like that that have occurred that I think there will be a lot of examination of what’s going on over the course of several months or years. I’m not as skeptical as I was a few years ago, to put it mildly, but something is going on that is surprising to a series of intelligent aircraft, experienced pilots.”
Another former CIA director, John Brennan, who served in that position from 2013 to 2017, has admitted to believing in extraterrestrial life. In December 2020, Brennan claimed it would be “presumptuous and arrogant” to think humans are the only species in the cosmos on the “Conversations with Tyler” podcast.
He said: “I think some of the phenomena we’re going to be seeing continues to be unexplained and might, in fact, be some type of phenomenon that is the result of something that we don’t yet understand and that could involve some type of activity that some might say constitutes a different form of life.”
Sir John Sawers, the former head of MI6 and Chief of the Secret Intelligence Service from 2009 to 2014, shared his opinions at the 2019 Digital Transformation EXPO in London. He said the universe’s infinite size means it would be “extraordinary” if comparable life does not exist elsewhere.
He said: “I think it would be extraordinary if in an infinite solar system that planet Earth was unique. I think we should go forward on the assumption that nothing on this planet is unique.”
Haim Eshed, a veteran Israeli aeronautical engineering professor who oversaw the country’s space program from 2007 until his retirement in 2011, not only asserted the existence of extraterrestrial life in December 2020, but he also claimed that they were just as curious about us as we are about them.
He told the Yediot Aharonot newspaper that humans and aliens had already signed a secret agreement including an “underground base in the depths of Mars,” where there are American astronauts and alien representatives, although they have been “waiting until today for humanity to develop and reach a stage where we will understand, in general, what space and spaceships are” before they can announce the deal.
